UN Demands Independent Investigation into Death of Staff Member in Houthi Detention

Yemen Monitor / Newsroom: UN High Commissioner for Human Rights Volker Türk demanded Saturday that the Houthis conduct an urgent and independent investigation into the death of Yemeni staff member Muhammad Ibrahim Al-Shami, an employee of the UN Human Rights Office (OHCHR), while in their custody, and reveal the circumstances of his death, which was only disclosed to his family more than a month after it occurred. Türk described the death of Al-Shami while in Houthi detention as a “deeply painful tragedy,” noting that according to information provided by the family, they were notified of his passing only recently, despite it taking place over a month ago. Al-Shami had been arbitrarily detained since June 6, 2024, without his family being able to ascertain the conditions of his detention or the circumstances surrounding his death. Türk demanded that the group’s authorities disclose all medical and detention records associated with the case, preserve evidence, and subject the stated cause of death to an independent review, while ensuring accountability for anyone found involved in violations. The UN High Commissioner expressed grave concern for the fate of other UN personnel remaining in Houthi custody—including seven staff members from his own office—as well as humanitarian workers and civil society members, reiterating his call for their immediate and unconditional release. He also demanded that the safety and medical care of all detainees be guaranteed, that they be allowed contact with their families, and that the UN be granted regular access to them pending their release. Türk warned that the continued detention of UN staff severely limits the organization’s ability to support the Yemeni people amid an ongoing humanitarian and human rights crisis, raising growing fears for worker safety and the UN’s operational capacity in Houthi-controlled areas. He called on the group’s authorities to alter their approach toward UN personnel, stressing that no family should have to endure what the families of detained staff are currently experiencing. Earlier, the Yemeni Minister of Human Rights held the Houthis responsible for Al-Shami’s death, more than two years after his abduction and enforced disappearance, demanding full disclosure of the circumstances of his death and the release of his body to his family. In a statement, the minister said Al-Shami’s family was denied visits or communication throughout his detention, and that the circumstances of his death remain unknown, with his body still withheld from his relatives. The minister criticized what he described as weak UN efforts to monitor and press for the release of its abducted staff, asserting that Al-Shami’s death after prolonged detention warrants a serious review of how this issue is handled. He called on the United Nations to take more decisive action to secure the release of all its personnel held by the Houthis, uncover the circumstances surrounding Al-Shami’s death, ensure the return of his body to his family, and hold those responsible accountable.
